Summary
Less than two years ago, in September 2005, the city council was reassuring us that the pounds10million needed to repair and upgrade the Civic Centre - including, as I recall, plush new open-plan offices for members - would be paid for by selling off a car park and savings from a new lease on Windsor House, at minimal cost to the taxpayer. Now the building's listed, thwarting the visionaries' plans to flatten it and flog off the site, it's apparently got no idea where that same pounds10million is supposed to come from. Make up your mind, somebody.
