I am not an expert but I think there is a difference between decriminalising and legalising drugs. If drugs are decriminalised there is little, if any, control over them. But if they are legalised, the Government has control over where and how they are obtained etc. I would ask people who have access to the internet and are against legalising heroin to check on the work of Dr John Marks. He was an expert on drug use and was given Government funding to set up a clinic in Widnes, Cheshire, where drug addicts could go and obtain heroin. The heroin wasn't just given to them; after being assessed by D. Marks they would be assigned a volunteer who helped them with their problems and encourage them to gradually reduce the amount of heroin they needed. The aim was to get people off the drug if possible, or onto the smallest dose required. They had to draw up the drug and inject themselves while still in the clinic so there was no taking it away to sell. Burglaries and crime in the area was said to fall so dramatically that local people and businesses began to support the clinic.
